Preheat your oven to 400°F (200°C) and grease an 8x8 pan with butter.
In a small bowl, mix together the filling ingredients—light brown sugar, granulated sugar, and cinnamon. Set this mixture aside.
In a large mixing bowl, sift together flour, granulated sugar, baking powder, baking soda, mini chocolate chips, and salt. Create a well in the center and pour in buttermilk along with two tablespoons of melted butter. Stir gently until a soft dough forms.
Transfer the dough onto a floured surface and knead it gently about five to six times until it's smooth. Then use your hands to press it into a rectangular shape (approximately 10x14 inches).
Spread two tablespoons of melted butter evenly over your rectangle of dough. Then sprinkle with your prepared cinnamon-sugar mixture.
Starting from one short side of your rectangle, carefully roll up the dough into a tight log.
Using a sharp knife or dental floss, slice your log into nine even pieces. Place them in your prepared pan; drizzle any remaining melted butter on top before baking.
Pop those beauties into the preheated oven and bake for about 20–22 minutes or until they’re golden brown on top.
Once baked to perfection, remove from oven and let cool for just a few minutes before frosting.
In another bowl, beat together softened cream cheese and heavy cream until smooth. Gradually add powdered sugar and dark cocoa powder until fully integrated.
Spread your delicious frosting generously over each roll while they're still warm and sprinkle with extra mini chocolate chips if desired.
