Preheat your oven to 350F degrees and spray a 9x13 inch baking pan with non-stick baking spray.
In a large bowl, mix the softened butter until creamy, then mix in the brown sugar, flour, and salt until crumbly.
Press 1 3/4 cups of the crumb mixture into the prepared baking pan.
Bake for 10 to 12 minutes or until lightly golden.
In a small saucepan, stir sweetened condensed milk and dark chocolate chips over low heat until melted and smooth.
Pour the chocolate mixture over the baked crust, sprinkle remaining crumbs, spoon semi-crushed raspberries, and top with mini chocolate chips.
Bake for another 20 to 30 minutes until set, then cool before cutting into bars.
